ἐέργει , so that it is restrains, tucks in; it tends to mean establishes boundaries.
Greek Original:Ἄνω: ἀντὶ τοῦ ἀνά. Ὅμηρος: οὐδ' ὅσα Λέσβος ἄνω μακάρων ἕδος ἐντὸς ἐέργει. καὶ τὴν πρόθεσιν κολλητέον τῷ ἐέργει, ἵνα ᾖ ἀνείργει, ἀναστέλλει: ὃ καταστρέφει εἰς τὸ περιορίζει.

scholia there). The opening negative here is a simple error; beyond that, "seat of blessed men" should more probably be "seat of Makar" (a mythological king of
Lesbos: see in brief OCD(3) 904); cf. "city of Makar" in
Strabo 8.3.31 and esp. 13.1.7, where this line is quoted.
