The proverb is applied to those who say that someone is soon going to lament; inasmuch as the Scythians responded to Dareios the Persian, after he had made an announcement about yielding, saying that he was the one weeping.

Ἡ ἀπὸ Σκυθῶν ῥῆσις: τέτακται ἡ παροιμία ἐπὶ τῶν ἀποτόμως οἰμώζειν τινὰ λεγόντων: παρ' ὅσον οἱ Σκύθαι Δαρείῳ τῷ Πέρσῃ, μηνύσαντι περὶ τοῦ εἶξαι, ἀπεκρίναντο κλαίειν αὐτὸν εἰπόντες.
