The scholiast is appealing to the metaphorical sense of the related verb καττύω (see kappa 1127, kappa 1128); but in this passage, "stitched leather" (i.e. shoe soles) is being used literally (following the definition Suda gives immediately below).
For a figurative use of the word, to mean "cobbled together" (music: LSJ s.v. κάσσυμα ), see Pseudo-Plutarch, De musica 1138B (where Ziegler in the Teubner Moralia -- the edition used by TLG -- emends to the unparalleled κατατύμματα ; his predecessor Wyttenbach retained καττύματα ). However, this is not the sense appealed to here.
