Οὐκ ἐπὶ τῆς αὐτῆς ὁρμὴ τοῖς πολλοῖς: Δημοσθένης ἐν τῷ ὑπὲρ Κτησιφῶντος. παροιμία ἐστὶν ἐλλειπῶς εἰρημένη: προσυπακουστέον δὲ ἔξωθεν τὸ ἀγκύρας.

The Suda's ὁρμή , ignored in translation here, should be the verb ὁρμεῖ .
[1] Demosthenes 18.281 (web address 1). 'The majority' is specifically the Athenian people, not served well (the claim is) by traitors like Aeschines.
